What? Where did you hear/see this? My understanding has always been that if the patient has Medicare as primary, and no secondary, that the 20% co-insurance is the patient responsibility, and to not bill this without proof of financial hardship is not to be done, as it is in violation of Stark law and anti-kickback statute. If something has changed in regard to this, I haven't seen anything about it.
